You have to make sure your emails aren't being flagged as spam / malicious emails, you have to run your own SMTP servers (usually), and you have to make sure that your SMTP servers and all domains associated with the emails you're sending from aren't registered on services like Spamhaus, etc.
It's actually fairly difficult to do mass email marketing unless you have a fair budget.

I made the assumption that to not be classified as spam was up to the sender and how they structured their emails. Not using suspicious links. Not using photos (at least too many of them) or attachments. Using actual legible English. Not bulk-mailing to bad or inactive email addresses.
I'm still a bit confused. I can't imagine there being software that does something special that you can't do yourself in a few lines of code. Like the other poster was mentioning a spam score checker and that just makes me laugh. I'm sure there are hundreds of neural nets people have written widely available online that can classify spam so you can check your emails before you start mass sending them. Actually, a simple google search of 'email spam checker' and the first result is a free site that'll help you with this exactly.
I could be wrong but this doesn't seem like something that should require much of a budget.

It depends if the original poster just wants a service to send emails from an existing email server, or if they are looking to do their own.
Ideally if you are spamming emails you wouldnt be spamming gmail with requests to send emails, you would have a service that is more tailored to spamming emails.
