i would like to learn how to find IP in not secure websites like how they do it in omegle saying city or in chat rooms
any tips or helping programs that could help me learn?

Incog is right, Wireshark is usually the way to go for sniffing IPs from P2P applications. You can also use a tool like Process Hacker (the "Network" tab of the application) to easily find IPs.
But if you are asking about how to get the IP of a website, you can just ping it in you console.
