What would be done with the RAT? Are you scraping credentials and selling them? Mining with the end PCs? Using them to click links in the background? As part of a DDoS?
Varies depending on your usage of RATs and the botnet you create.

it doesn't really depends on how many clients you have,
it depends on the Country and state where you are living in. There are different laws everywhere in regards to cyber crimes...
