just wanted to give you advice, 99% of this services are scams unless he mass report the account or SE the account owner to publish something against IG rules and in this 2 cases you can do it by your self
first mass reporting :
buy about 1k ig account with cookies don't buy it login and password
then with some knowledge in python you can make mass report tool or it might be already on github
small tip : you can ask any botnet owner who have good amount of bots to do this task for you
and for SE humm you should find your way easy just take a look to IG rules and you will find out what he should publish to get banned and start leading him to do so
