Seller offered to do a SEO service for my website in exchange for $200 BTC. Seller promised that within three months he'd complete the full service. I passed on all necessary information he requested. After several months now, seller has not responded or done anything with my site whatsoever. I have Skype conversations I can provide anytime to prove he has ignored multiple requests to either provide the service or return the money

He has a scam report for this exact reason from another user from late last year.

I know see that. I didn't at the time I viewed his profile. I don't use hackforums as often as I use too but clearly it's a thing he's been doing. Why hasn't he been banned from using this site for blatant scamming?
