User had been offline for 2 week after i sent payment. I sent him multiple messages waiting on a response. He was online yesterday and i sent him another message warning him i will open a dispute if i get no response. I already sent the BTC and have had 0 reviews done.

Never trust a guy with a protomail email, v for vendetta mask or someone who still uses skype! flavoral sellers info/signature says he sells database leaks, is that allowed since it's not on a post?

It says leads not leaks. It might depend on the case of what type of leads being sold as there are many sales threads selling leads.
