to bypass play protect you need to use some vulnerability, obfuscation will not help.

You don't need to be adding this to google play. You can upload it to to a website, sign you apk so its can be run without changing the parameter of the phone.
Some android rat are included in this github pack feel free to find it like (spynote ect)
