How do you guys purchase email lists (or any useful info actually) without getting scammed?
It seems like such a tenuous process. I have someone, who I have no reason to think is a bad actor, who is anonymous on the internet, who is offering a list of email leads for a price.
How do a certify that the process goes smoothly and I don't get rug pulled given that this is an anonymous person on the internet?

Speaking in overall terms, I'd never conduct a trade with anyone online (especially for such items) without first validating any feedback, trusted reviews, vouches etc! From that and like most private sites I'd use an escrow platform to be sure funds are locked until transactions are complete, some don't like this as it may take days but it most definitely restricts any instant scams.
Besides from those which are common, if the vendor/seller regularly sells such items request they provide a sample/chunk of the data in return for a deposit (20-25% max of the total order value) to establish trust.
You can always use all ideals in conjunction, especially the deposit. That way you mitigate a 100% loss down to a max 25% which in my eyes should be ok to risk because after all buying such items online without have regular interactions or trust of someone will always come with some form of risk and that's on you.

Is an escrow platform that two parties could easily jump on?
I got one vouch before interacting and was provided screenshots of interactions with happy others. I'm still a bit paranoid because we're all anonymous here and if you have any advice on how to further DD, I'd appreciate it.

I would of go to dw marketplace to get good email list on targeted interest like crypto, adult sites or w/e you need.
Look for high feedback 95%+ least vendors and before purchase message them to ask what fresh lists they have.
Most of times they will lie to you, but after couple of purchases and different vendors you will find the one.
Also back in time when i buyed they were cheaper in dw then in clearnet ... and better.

Well i stopped with darkweb when 1 market exited i cannot say the name here its censured but it rhyme with BetaHay 😆😆 . So i don't know, last news WHM were big... i mean you can google how to check new markets, they dont hide ... if you try you will find it.
I would only suggest you to look little in opsec if you are going to do anything HF.
