Impossible to answer that question without details. Can I make a website? Sure. Can I make a static website? Sure. Can I make a dynamic website? Sure. Can I make a webshop? Sure. Do you need scaling, do you need a custom design? Do you need a custom API? Do you need payment processor integration? Do you need features x, y and z?
But again, depending on what kind of website, how big it is, and whether or not what you're asking is legal, it will cost more, or less or I might refuse (if it's illegal).
