Sometimes google doesn't make it mandatory for phone numbers, maybe try use private browser and see if that works..

I remember when I was creating multiple accounts only a few of them wanted phone number verification.

You could use temporary phone numbers. There are also sites like freephonenum that let you use numbers for verification sms messages.

You can buy one or try another browser like brave. I don't get number verification when making a new account

You can't they now require it. Too many scams going on in youtube so they're making it harder to make new accounts.

Like someone already said use a browser such as Brave, and also don't use a VPN, if you're still getting the issue with your home internet then trying using a public wifi spot or tether to your mobile network.
