i saw a hardware tool that could do this being sold on some website for $30k
but if you dont want to spend that much, id start doing lots of research into SS7, how it works, its weaknesses, etc

this would require having the IMEI i believe in order to track the phone if you're using an IMSI catcher/stingray

you can make your own stingray if you have linux and a RTL2832U+R820T P tuner receiver.
