I wanna change my account to turkish region,since evrything is cheap there,is there any method or anything i can do?i already spent over 110 euro,so i don't want to just make a new account.
I have HMA VPN but idk what i should i do,i read a lot of things online but i wanna know if somebody here managed to do this,i live in the middle east anyway to the minimal wage here is not that great,but i guess since there is not enough players here,they just don't give a damn.

I believe that riot does their stuff on a per account basis. If you have already transacted with the game through your country's currency you may be stuck on that one. There could be methods to do it through support maybe?

You can't. I tried to use my Riot account to play Valorant with some friends from a different country and couldn't. They region lock it. My foreign account didn't work either because I made it in the US. I had to make a new account with a VPN.

Like Viper said, you have to use a VPN while creating the account. I'm not sure if you have to use a VPN once the account has been created, but they region lock the account upon creation.
No way to change your region anymore.
