If you're asking if xLoader supports a usercp where you can add users to your panel, yes it's a feature. Its in the hamburger menu (the dropdown navbar on the left) under "User Manager" you can see "Add User"

It's on the panel you pay for, xloader doesn't come with files, everything is done by the dev

Any crypter with support for native 32bit files will be working with x-loader. Generally you should search for manual private crypt and avoid public /shared crypters.
Check this Cryptography and Encryption Market and do your own research.
