Basically, I have 70$ that I can use to start/boost my e-whoring work.
How would you spend that if you were starting e-whoring? Would you not buy any packs, but buy traffic, or would you buy a good pack with no traffic, or
split it? Would you buy tools like bots, instead of upvotes and likes?

If you're a complete beginner - invest in knowledge.
If you already know what you're doing, buy a good unsaturated pack, or dabble a bit with tools and bots and see if anything works.
Depending on what traffic source you use, you can buy shoutouts, retweets, or dating site subscriptions that will give you more leads (matches), that you can then convert to customers.
You could also buy a stat social media account, eg. IG, that you will slowly use to promote your premium Snap or OF. Again, that depends on what you're trying to do.
If your main source of traffic is Reddit, buy a few upvotes and see if it makes any difference.
If your main source are dating sites, buy subscriptions there, as mentioned earlier.
If your main source is Twitter, buy retweets/promos from OF girls... etc.
