It's saying "Your group is not allowed to give negative popularity ratings."
Then what's the meaning of this reputation system??

It means you haven't paid enough money so you can only give positive and neutral.

I like how the whole reputation system is questioned because leet can't negatively rep. What about spreading the love OP?
