Sorry, over the app this is close to impossible because of device identifiers and OTP.
I'm assuming this is possible on the Steampowered and Steamcommunity websites though -- just copy-paste your cookie using a cookie editor.

You literally can't use cookies with the app, but it uses something to stay logged in. Passwords are almost useless because I think Steam Guard now is on by default. You need the victim's email account and Steam password.

Cookies might give you access to the site if he was logged in.
Config files - you might be able to auto login, if not hope for no 2FA, you might need his email to login, however if he has a mobile app installed...
No point really, as even if you get into an account and you find something of value, would take over a week before you can trade.
If I were, I'd leave it and find something better, steam is dead in that sense.
