I was told N-o-r-d let's you specify location by entering an ip address,but only in Bird desktop versions.
True/false?
Is there an android version of any VPN that would actually do this?
How would i go about securely/anon connection to my clients address, which isn't in my state, so openups they need to finish on their end go thru?

The IP address would have to be one of [censored]'s servers. You're trying to connect to a location in a specific state, right?
