In case you mean websites / accounts with Vsim or renting number to send SMS with,
there are a lot,
like Skype, or one of these:

most of those are paid services, but there are also a lot of sites which offer free SMS sending either in a specific country
or even worldwide after watching a short add (adblocker / browser shield must be disabled),
however most of these are crap and don't work.
