i have been wondering if it is possible to convert a android phone into a a hacking phone, or if i can have a program on my phone that will let me run commands

Yes it is possible to do so. Consider writing down what your specific goals are and then searching for how to achieve them.

Some tools that come to mind:
- Kali NetHunter
- Frida
- HTTP Toolkit
But yes as webdev mentioned, depends on your goal

Darn, someone beat me to Kali NetHunter. That's certainly the main one. You'll need to install the Termux app with F-Droid for either the rootless or rooted install methods. There's also some WPS hacking apps.

is there a diffence in weither its rooted or not , an does the type of phone matter

It needs to run Android, and if the phone isn't rooted, you can't use sudo or run commands as root (hopefully you know this).

Of course its darn possible! You just hook it up with the appropriate tools. Rooting the phone gives also low level access which allows other features. But you know, using android phone is somewhat limited.

i have read a couple articals both say "does" and "it doesent", but more on the "does" because of the chipset
ive thought about buying a cheap phone manly just to hack wifi, idk how i would know what chipset the phone has before i buy it

Actually that is one creative way to do it properly. But you know, instead of using a cheap phone just to do a simple task, why don't you just use a microcontroller instead? Its much cheaper than buying unless you have an old phone. 🙃

Check it out at Google. There are so many projects you can do with microcontrollers and microcomputers.
