You certainly can make a RAT open a PDF. Best way is some code that downloads a PDF and opens it. Seems kind of backwards, though.

Seriously? It depends on the RAT. It should have a way to download a file to the infected machine and then you open it with VNC or a command. Don't know why you would want this.
