Hi,
I mean it entirely depends on how you intend to source said IP address and from what platform.
You could use as mentioned above grabify. Or something like Wireshark depending on your target.
Give a brief outline of your target and ill be able to give a better explaination. Eg. someone on snapchat, or xbox, or discord, skype etc.

is it possible to know the id of a person on telegram or whatsapp? it is not in my contacts and uses a fake profile picture

You wish. Like I mentioned above, you can see a general region, depending on how localized the IP address pool is. Try the Private Investigations and OpSec forum for doxing ideas that work. Probably won't work on someone with a fake profile, but them's the breaks.
