There is no best. Use the one you like. Just don't go extreme.
C/++, C#, Delphi, Golang, Rust, are good choices.
Any language that you can use WinApi in is enough.

I am not the best person to answer this, my programming skills leave a lot to be desired.
However, there seems to be some advantages to programming particular tools in C compared to other languages. I'm sure that it will depends on what you want to make will mostly determine what language would be best to use.
I would say that because of how ingrained C is in operating systems, at times it has an advantage.
Once again, I'm far from an expert, so take what I say with a grain of salt. Depending on how new you are to programming, I would focus on picking a language that will be best for your programming education and furthering your knowledge in general then jumping right into malware. Once you are more experienced it will be much easier for you to learn a new language that is better suited for creating the type of malware you want to make.
It does depend on what you intend on making as malware is pretty broad, but creating anything of quality is not going to be easy for a newbie, obfuscating your code and avoiding detection from AVs from my understanding takes a bit of skill.
