Check out Discord IP Resolver.
There could be a telegram version too just google it.

I highly doubt those tools even work. To get someone's ip address the only thing you can do is:
A: Get them to press on a grabify link (without vpn)
B: make your own website and make them visit it (must setup a script to grab ips of the visitors)
C: Make them share their screen and visit "show my ip" websites (which i doubt someone would do that, but who knows).
All the methods are circling around that type of stuff.

Yeah I don't know how they work, it did give me an IP but I had no way of checking if its accurate. Need to test with my own user id

you have to put in the USER's ID not discord global name.

enable developer mode in settings then right click on someone's profile, there will be the option "copy id" or something similar.

There we go. Yep, Discord IP Resolver totally works. Discord ought to lock down whatever that site is accessing.

It doesn't work. I bet whatever you want that you tried the tool on yourself and got ur IP.

How else would I know if it worked?
Oh, for the of--. You're right. It just displays the client IP address, no matter what.
