Chrome is Group Ownership Approved
They have a previously active account that's now closed (inactivity) and OP wishes to use new account over recovering the old account. No red flags on the old account so when asked about GoA, I had no reason to deny.

I believe there was/is someone that is currently leasing their group to anyone that is interested. I forgot which member it was/which group, but I'm sure if you search the group discussions, that you will find the thread.
