Hello I was wondering if I can open applications while on a phone I have infected with my RAT. Or I can only monitorise the victims phone. I am new to these and I would like to see some answers from experienced raters.

Probably neither. There is no API call for opening an app. Android doesn't allow apps to interact with each other. It's not an open platform like Windows.

Thanks for response, I was going to buy an Android RAT but seems useless this way.
