I have access to neighbor wifi network and I can see how many and what devices they are running: Windows, Android and etc...
How can I infect or upload RAT server to computers/notebooks that are running Windows?!

This is a n00bish question. You're not going to for a myriad of reasons, chief among them being that it's no longer 2017. Learn about network ports and sockets.
You've been a member much longer than I have, and you still don't know basic device exploitation? And does your neighbor know that you use his/her WiFi?

direct infection wouldfor pc will require they didnt update before 2017 otherwise you can use rce method and hack them using a methopd that i forgot the name from a payload when they use web brwoser come in pv i have a few tricks for you
