well it really depends on a few factors, what type of video and what type of picture is there, if its normal stuff u might just use midjourney, i am not completely sure how good they are with hyper realistic stuff tho

There are not many public sites that do this. If you can find one, the prices are usually astronomical.
The problem with being able to take a picture and turn it into a video, is that you could literally create a porn video off a picture of someone without their consent.
I actually read an article about this happening in a high school a while back. Pretty sure the kid who did it was charged with multiple felonies.

You have to train an AI model for these type of results. It is very expensive, around 0.40 USD/HOUR to train an AI model using a proper server/host.

I think some premium ai tools can do this right now, with face swap features and rendering into videos.
