I am searching for .NET 3.5 supported HVMC Rat which can work on windows 07 as .NET 4.0 not installed by dfault on this OS and new RAT don't work .

because my victims which i want still using Windows 07 outdated version and don't have .NET 4.0

That's one of the downsides with .NET based tools.
"My victims" makes it sound like you're gonna murder more than one person with an axe.
Perhaps your only hope is to wait for the "victims" to upgrade their system. For their own good they should stick with their current setup. lol
