To be fair, I am not sure what do you exactly mean with IAM settings. IAM settings can every buyer set up himself, based if he is going to use any third party application to send e-mails or not. My accounts are applied and approved out of sandbox and increased daily sending quotas. About resale, yes - you can do it if you feel so.
