I use mstsc.exe on Windows to connect to an RDP server.
Using mstsc.exe, I can store RDP connection information locally.
[C:\Users\user\AppData\Local\Microsoft\Credentials\64AA018178C743AEF37A0514071BFE91]
Is there a tool that can decrypt this?

Absolutely. I know multiple free tools. This is just DPAPI. I'd be happy to give you a demo if you're offering a tip.
