You can launch an ERC-20 for $5 now. During peak congestion you'd maybe hit $50? $1000-$5000 is an absurd estimation for today's landscape.
All of the functions you're mentioning are baked into OpenZeppelin or a billion different open source projects and can be implemented for free by a half competent dev, or for very cheap outsourcing. Hell, Claude Code implemented half of those functions mentioned into a contract I launched on Eth literally this week for me for the cost of my monthly subscription.

Tokens are worthless without some real-world value or actual utility.
