Need more context. Are you trying to change the icon/name for presentation purposes, or are you trying to make the file appear as something else?

I think both . I want the user to see something else than filename.exe like filename.jpgsexe maby even better if possible?

An extension spoofer is what you're after.
SmartScreen, Browser scanning and sysinternals will pull out their dick and fuck you raw then report you to the police to get you dry.

The icon will still be application, though. You could just change the extension, too. Unfortunately, even hackers can't get everything they want.
