Compatibility. Windows XP and other operating systems created in that era are literally denied the privilege to install .NET 4.5.
Now, I'm not saying we should really care about the WinXP users, but they do exist and malicious individuals want to spread to the widest audience possible.

nice one op, looks like it would work ok, you should try the fodhelper.exe exploit I tried making a c# version but i couldnt get it to work, if someone could get it to work that would be cool🤑
