I remember my first impression of Vegeta from DBZ, I was like this guy just doesn't give a fuck about anything. He was always thinking about himself even though he sided with the good guys (mostly for personal gain)

Mainstream wise I'd say someone like Blackbeard, Akainu, Orochimaru, Madara and Ulqiorra.
My personal favorite though is Madara Uchiha, even though a lot of people hate Naruto, you have love Madara. He's just a badass mother fucker that does what he wants.
Ohhh, can't forget Team Rocket either! ;)

Naraku from InuYasha. His English VA always sent chills down my spine when I watched InuYasha when I was younger. His baboon costume was creepy too. He would always work in the dark and never do the dirty work himself but would send others to do it. He always had sinister plans and didn't care who he used to achieve his goal.

I personally like Arlong from one piece I always thought he was kinda cool until Luffy beat his ass in the ground :P of course Luffy always does that
