Does 3p1c membes get the l33t privileges: if i upgrade to 3p1c i get the l33t privileges + the 3p1c privileges?

You get whatever privileges are posted in the upgrade part.

Considering you're L33T already then yeah you would. But otherwise no. You'd have to buy the two user groups desperately if you want to have all the privileges.
