The rule is not necessarily stating that you can't give away stolen accounts, it says that you cannot give away non-free accounts (anything that required a payment or has recurring payments). I can't really explain why it's a rule, it just is.

The policy mentions nothing regarding to it being stolen. It states that Non-Free Accounts cannot be given away.
