So I am curious is this allowed or not allowed? I looked at the Help Docs in the 'Blackhat area' wasn't listed,
As you may or may not know I sell AGC, I tend to only sell high increments and people tend to want smaller for small items. So I am curious can I purchase items off wishlists for people?

I don't see why not. If users are willing to give you the information you need, I can't imagine there is anything wrong with it.
