While 13/14 may be too young for some, others are at not only the sexual maturity of a 16 year old but mentally mature as well.

I don't really feel like starting a whole debate about this, all I really wanted to say is that I'm convinced basing the law on sexual maturity will cause problems because it's something that's not the same for every person
