my user banned for 7months
can i create a new account in HF and purchase l33t and start again?
this is not against rule?

If you have an account that was just banned, then no you cannot make another account while your previous account is banned. Multi accounts are against the rules.
According to the Help Docs, which you can read here
9. Multiple accounts will not be allowed unless you are reporting your original account as hacked. Ban evading will result in the permanent closing of your old account and new accounts. No exceptions.

You cannot create multiple accounts, and especially not if another account is banned. You'd think that was made clear when the other accounts you've created were banned.
