For ps4, You have to spend the vbucks on any other plattaform, then you'll have the items in any of them (including ps4). Vbucks are not transferible for ps4, just the skins.
If you can't run the game in any other plattaform to spend your vbucks, I can buy from you anything that you want from your account.

So lets say, if I purchased vBucks for my main PS4 account, I wouldn't see the vbucks unless I logged into my main ps4 account, on mobile?

Mobile, pc or any other plattaform.
You just can't expend them on ps4 but, you can use them anywhere else and wear the skins on ps4

For any PS4 users confused about this, this can be done for you, you'll just need a second device to login to the fortnite game from to use the vbucks! Once logged in, just spend them like natural then the bought items will be available on your PS4.
