For ps4, You have to spend the vbucks on any other plattaform, then you'll have the items in any of them (including ps4). Vbucks are not transferible for ps4, just the skins.
If you can't run the game in any other plattaform to spend your vbucks, I can buy from you anything that you want from your account.

You just can't expend them on ps4 but, you can use them anywhere else and wear the skins on ps4
