I told this dude to help me unblock an account on which he agreed and i made payment instantaneously but unfortunately he wasn't able to pass, so i asked for a refund which he agreed to but can you believe that up to now he hasn't done my refund and he is not even replying my message. This is why i opened this dispute. Thanks.

What about the obligation, he gave me so much conviction that he was going to pass. But now his ass is lost. What do you mean by the way because am new to the site.

When you make a contract you are supposed to put each other's obligation to the contract.
So you would put under your obligations: Pay $X amount to XYZ person
and under theirs, they would put: UnBlock account or refund or whatever.
It basically helps to point as to why you made the contract, so when there's no obligation you have no real back up to your case unless you post pm's and whatever else proves your case
