I can't play in 1080 stays around 40FPS. if i change to like 1280xxxx I can get up to 80frames. I think its either my CPU or motherboard bottlenecking.

I don't think so , the motherboard isn't really that bad , you probably need to shift your focus to the ram , considering it's running at 1198 MHz , it's most likely the bottleneck , it would be helpful if you can post more details about your ram , there's also the possibility of your system being infected by viruses eating up your cpu cycles , i recommend you run a full system scan to confirm , and don't forget to check your thermals WHILE gaming , it could also be thermal throttling , i hope that helps

Mind if I ask, what games are we even talking about? -some games require more CPU power and some require more GPU power...

EDIT - also a pic of your rig (internals) would be nice, could check the cooling and airflow that way.

I have 3 fans.

Been testing with remnant into the ashes and Black ops 4.

I doubt that the ram is the bottleneck , check cpu and gpu thermals and clocks while gaming , it could be thermal throttling which drops the clocks to prevent damage due to excessive temperatures

Bro, the fan in the back is turned the wrong way, currently it pulls warm air from the PSU (and other things) back in to the case.
Step 1 - change it so that it blows the air out!
How and where are the other fans? -a good rule is to have the fans on the front/bottom/side to pull the air in to the case and the ones in the back and on the top to push the air out of the case.
You should be able to run those games with out any issues...I guess that you might want to do a clean install of windows to get rid of some extra stuff that might be installed...sending you a pm about this.
