But spokeo only finds people in the US if im not mistaken? The target is in the netherlands

I usually look to local city municipal office records. "Land and Deed" records are what you want.

That can work however theres scenarios where people with the same first AND last name live in the same city so if more then 10 or even 100 records come up that can complicate things.
