Pretty sure this is through partnerships with PC cafes and events around the world. To warn everyone, this is not permanent as far as I know. If you are not playing at the location in which League has a partnership for "League Unlocked" then you lose everything that was given to you through it. No idea why this dude is trying to charge $100-150.
