I did some googling of my own after seeing this thread and it seems that google does issue these emails to notify the account that legal process has began. Very unfortunate for OP. I hope he is not in too deep.

It's fake because google services use profile pictures
Also hover on the link, or right-click and copy the link to check to where it leads but of course don't go to link unless you want more spam mails in your inbox
