I'm definitely not looking to build one, only asking for educational purposes.
How is a stresser built? How is the targeted IP being attacked?
Also how does it work even though it is a website based?

it all depends on what exactly you're running and what exactly you want. Some services buy a bunch of virtual servers that each provide some sort of API to start attacks. Some services run their own botnets.

The board rules forbid to build / advertise such services -> He's not building one -> educational purposes only.
