Don't know how they measure this, also don't know if this is a reliable source but might take a look.
My country is in the safe list.

I don't think number of infected = safe/not safe.
Not that I know how they measured it but I would include many other parameters.

It's probably based on infected/death ratio.
Keep in mind that Germany has 67000+ confirmed cases and only 650 deaths which is less than 1% death rate.
France though has much lower number of confirmed cases, about 45000 as of now and 3000+ deaths.
This is why I believe Germany is safest country to be right now, simply because their hospitals were ready for the outbreak like this.
