It's probably based on infected/death ratio.

Keep in mind that Germany has 67000+ confirmed cases and only 650 deaths which is less than 1% death rate.
France though has much lower number of confirmed cases, about 45000 as of now and 3000+ deaths.

This is why I believe Germany is safest country to be right now, simply because their hospitals were ready for the outbreak like this.
