I mean nothing nowadays surprises me anymore as long as nothing bad happens it's just another day that I have to go to work too.

Most of the US Submarines (SSN and SSGN) are used for what is called strategic deterrence. Just because he is repositioning them doesn't mean he plans on executing an attack with them. Also, the fact it is public news shows that strategic deterrence is exactly what this is. A show of presence and a show of power, showing that we are not afraid to put our submarines in their waters.
We could have and probably have already subs there for a while now. Trump has decided for whatever reason, this is the time to let Russia know.

What's funny is that Putin and his goons often makes threats about nukes pretty much everyday. What I find amusing here is that Trump actually has balls to put nuke ready devices into Russian Territory. I might be reading too much into but I see it like a warning from USA like "We're not messing around!"
